How to get this patch included in JFreeChart?

I submitted bug 1128 back in May 2014, along with a patch that corrected the problem. I had actually reported the problem back in 2012.

It may not be high priority, but it is pretty obvious, and I would have expected that something that came with a patch would have been included in a future version.

I'd rather not have to continue to back integrate that patch in order to move to new versions. How can this patch be included?

I took at look at the patch but it wasn't 100% clear to me. Do you have a small demo program that shows the issue (that I could run with and without the patch)?
