Need Help with the Bar Chart

Hi
I am very new to the jfree charts and I want to display a bar chart with an offset value ,you can say I need to draw a color block on the horizontal axis then display the bars on top of it.

I did't understand your intention. You can post a sketch of your disired chart and/or take a look at the demo applications where a lot of possible charts are presented.
