Hi Jeff,
I have just tried 7-zip 9.04 beta (the latest version available on the sourceforge download page), and that worked. IZArc 3.8 worked as well.
I have downloaded the file "FixedSizes.zip" and extracted it using the commands in the context menu. For 7-zip, opening its file manager, navigating to the file and opening the file worked as well.
But since this is not a forum for packing programs, I have extracted the diff file from the patch and just uploaded that separately.
