CHART X & Y AXIS

Hi,

How do I create a Chart which has an x-axis on the top and bottom? In addition, it has a y axis on the left and right of the chart.

For example,

JAN FEB MAR
______|_________________|_____________|______
| |
| |
2 --- __2
| |
| |
1 --- --- 1
| |
|______|_________________|_____________|_____ |
JAN FEB MAR
