How do I put a buffer around the chart

When I create a chart with no Right handside Y axis or bottom X Axis or Header Title, the Chart expands to fill that space.

I have tried to put " " (blank) values to force so that it maintains the space, but it does not work.

I also saw a post where it stated to user Spacer, but it was an old post and it is no longer available in the new API.
